Hiram es Catedrático Asociado de la Escuela de Derecho de la Universidad de Puerto Rico. BA, Universidad de Puerto Rico 1997; JD, Universidad de Puerto Rico 2000; LL.M., Harvard University 2002; LL.M., New York University 2008; Candidato a JSD, New York University. Enseña derecho constitucional, derechos de autor, derecho a la intimidad y tecnología, derecho de ciberespacio, derecho administrativo y seminarios en derecho constitucional y el ciberespacio. Es fundador de la Clínica de Nuevas Tecnologías, Propiedad Intelectual y Sociedad (CNTPIS) de la Escuela de Derecho así como co-fundador y co-director legal de Creative Commons Puerto Rico. Actualmente cursa estudios de doctorado (J.S.D.) en New York University Law School donde investiga la intersección entre la libertad de expresión y el derecho de propiedad intelectual.

Hiram is Associate Professor at the University of Puerto Rico Law School. BA, Universidad de Puerto Rico 1997; JD, Universidad de Puerto Rico 2000; LL.M., Harvard University 2002; LL.M., New York University 2008; Candidato a JSD, New York University. He teaches Constitutional, Copyright, Administrative Law as well as Cyberlaw and several seminars on the Constitution in Cyberspace and Privacy and Technology. He is also founder of the University of Puerto Rico Law School's New Technologies, Intellectual Property and Society Clinic,, co-founder and co-legal lead of Creative Commons Puerto Rico and is currently pursuing his J.S.D. at New York University Law School where he researches the intersection between freedom of speech and intellectual property law.
